Executive Recruitment

Welcome note from Frank McArdle, Chief Executive

Dear Candidate

Thank you for your interest in this exciting leadership opportunity of Strategic Director (Service Delivery).   I am passionate about leading high quality, innovative and value for money services and look forward to hearing about how you can add value to my leadership team.

I would like to share with you some more information regarding the post, the area and the Council’s ambitions for South Derbyshire along with my requirements of the successful candidate.

The Council continues to transform and invest in the services that we provide to our community.

This post provides the opportunity to build on our successes, to drive forward change and innovation to future proof our services and improve the quality of life for our community. This is a key role with high expectations from both our Elected Members and residents.

As our Strategic Director, you will have responsibility for our Housing Services, Environmental Services, Planning and Strategic Housing Services, Operational Services (includes Refuse collection and Recycling Service, Street Cleansing, Grounds Maintenance and Fleet Management) and Cultural and Community Services. We are seeking a strategic and visionary leader who can work collaboratively with external partners, get the most from the talent, enthusiasm and expertise of our current and future workforce and support me in the strategic leadership of the Council.

You will also be the lead officer for;

  • Driving the achievement of the Council’s Environmental commitments including being carbon neutral by 2030.
  • Representing the Council on the South Derbyshire Partnership to improve the economic, social and environmental wellbeing of the District, concentrating on the issues local people have said are important for a better South Derbyshire.
  • Developing housing solutions across the District including the regeneration and redevelopment of Council housing sites, investment in Council homes, working with partners to increase social housing provision and maximizing the resources provided by the Better Care Fund to enable people to live independently.

With a strong commitment to equality, diversity and inclusion we need to keep reviewing our approach to reach all residents and partners, including those most vulnerable in the community.

South Derbyshire is a predominantly rural District in central England covering an area of over 100 square miles. Its population currently stands at 107,200 and forecasts suggest that by 2031 the number of people who call it home will have risen to more than 112,000. South Derbyshire is a thriving and successful place at the heart of the National Forest, with a healthy visitor economy alongside an expanding business sector. With high-value jobs and outstanding transport links, you can understand why we're one of the fastest growing Districts in the country and this is reflected in our vision to be 'a great place to live, visit and invest'.

We are a customer first authority, in a strong financial position and are looking to invest, grow and expand with major projects to deliver including the creation of an Urban Park not far from Swadlincote town centre, the redevelopment of Rosliston Forestry Centre, the investment in Swadlincote town centre and an ambitious Climate and Environment Plan which involves decarbonising our  fleet by working with partners such as Toyota who are located in the District. Linked to this is our evolving commercial agenda, with an opportunity to increase income, raise our profile and be more innovative in service delivery. Key to our success has been strong links with partners and stakeholders in the delivery of services and a dedicated workforce that has maintained and adapted services throughout the pandemic.

We have embraced flexible working to offer choice and modernise our employment practices. We invest in our workforce, nurture talent and create opportunities for personal and professional development. This has resulted in Allison Thomas, the former post holder, securing the role of Chief Executive of North West Leicestershire District Council.

To be successful, you will need to demonstrate strong operational grip, innovation and creativity. You will also bring a determination to address challenges, maximise opportunities and to explore different options to further our commitments to the environment, to increase the provision of housing options and improve the economic, social and environmental wellbeing of the District. Your leadership style will inspire and energise our workforce and give confidence to all that our Vision is being realised.

If you have the skills and track record required and can combine this with a real sense of ambition for our community, we can’t wait to hear from you.

If you need any more information, then please contact Alex Hayes (0113 205 6109) or Gary Evans (07809 195 593) at GatenbySanderson.

Good luck

Frank McArdle
